In order to further promote the implementation of the development plan of healthy China strategy,China has established,improved and deepened the reform of public hospitals.At the same time,it has comprehensively established a modern hospital management system.Since 2019,the State Council and the National Health Commission have successively promulgated the opinions of the General Office of the State Council on strengthening the performance appraisal of tertiary public hospitals and the opinions on strengthening the performance appraisal of secondary public hospitals In order to improve the efficiency and quality of medical services,and provide higher quality medical services for the people,we need to improve the performance appraisal system.How to emphasize the public welfare of public hospitals,meet the medical needs of the public at the same time,protect the vital interests of medical staff,improve the enthusiasm of work,has become the focus of the current hospital management system construction.Firstly,this paper expounds the research significance of multi-tool performance management in public hospitals,analyzes the domestic and foreign literature in the field of performance management,and explains the research methods and main contents of this paper.Secondly,this paper focuses on the summary and review of the development process and current situation of performance reform in public hospitals in China,and analyzes the future development situation.Five performance management tools commonly used in public hospitals in China,namely "BSC balanced scorecard","RBRVS resource-based relative value coefficient","KPI key performance indicator method","360 degree evaluation" and "DRG diagnosis related indicators",are also analyzed In addition,the paper also makes a comparative analysis.Then,this paper focuses on the R hospital performance reform project as a case,from the general situation of R hospital,preliminary research,the establishment of performance management working group to the establishment of RBRVS system(quantitative index assessment of departments in monthly cycle),the establishment of key performance indicators(qualitative index assessment of departments in monthly cycle),and the establishment of balanced scorecard system(annual cycle)According to the promotion process of R hospital’s performance reform project,the whole process assessment of department directors was carried out.Then,based on the performance management system of R hospital and the DIP big data operation system,the operation of the multi-tool performance management mode in R hospital and the overall operation of the clinical departments of the hospital were analyzed,and the implementation effect of the multi-tool performance management mode and the existing difficulties in the operation were analyzed.Finally,according to the operation of R hospital’s multi tool performance management mode,combined with the performance satisfaction questionnaire survey of the whole hospital staff,this paper analyzes the specific problems existing in the current new mode,and puts forward the corresponding countermeasures and suggestions.
