As a representative of the healthcare field in China,public hospitals are government invested and non-profit.They have unlimited liability and provide universal service to all the citizens.Accompanying the reform and opening-up,the monopoly status of public hospitals is no longer stable.On the one hand,public hospitals face fierce competition from other types of hospitals.On the other hand,the need for management of human resources grows with the demand for talents as well as the development of the new medical reform system.Therefore,by promoting the transformation of the development model of public hospitals as well as building a more reasonable performance management system is of great strategic significance to the healthy development of China's medical and health area.Public hospitals in China are now facing many opportunities and challenges.The aging of the population and the deepening of the"service awareness" have made people pay more and more attention to the health of themselves and their family members.The level of hospitals is under great consideration.The emergence of profit-making hospitals intensifies the competition.Step-by-step medical system reform makes the internal management of public hospitals more and more important.In order to survive and develop,it is necessary to actively strengthen the system construction by creating a scientific and effective performance management system.This paper first reviews the performance management theory of public hospitals and related research globally.Then,starting from the actual situation of F,a public hospital,we explore the existing indicators of the hospital by reviewing and analyzing its economic indicators,development status,and strategic goals.Aiming at the issues found in the current system,with scientific and practical purposes,we use the 360-degree performance appraisal method,balanced scorecard and key performance indicators(KPI)to optimize the current design.Finally,in order to implement the new performance management system smoothly,this paper proposes several possible problems and suggests solutions.By taking F hospital as an example,this paper optimizes the performance management system of public hospitals,which provides some reference and practical value for public hospitals in China during the transition period.
