Studies On The Theory Of Regional Innovation System Of Medicinal Industry And Empirical Analysis

Innovation is the endless power of the development of the economic society. The innovative ability and the competitive ability are inseparable. In the frame of strategic adjustment of national development and the modernization of the Chinese medical industry, the structure of medicinal industrial will change greatly and the medical industry is bound to become one of the important sustained and pillar industries in some region, while the perfection level of innovation system directly influences the development of medical industry in this region and the position of this industry in the regional industrial structure. So in this circumstance it is practically significant to study how to establish and perfect the regional innovation system of the medical industry in this region. The foundation and development of innovation system of the medical industry are based on the innovation theory, innovation systems theories and the theory of national innovation system. This paper is the first to use these theories to study the medicinal industry in China.This paper first reviews briefly and evaluates these theoretical issues including the origin, the advancement and the development of innovation theories, pointing out the contributions and shortcomings of the present innovation theories, especially the lack of the systematicness and relationship between the present innovation theories. Also the current theories of the innovation stress the study of technological innovation, but neglect the other effects of innovations. The economic development of an industry in one regional is a complex systems project. Only the coordination between every aspect of innovation can contribute effectively to the prosperity of regional economy, while one aspect of the innovation can not realize. This is the imminent problem in the research of the regional innovation system of the medical industry. The theory of innovation systems is the development of innovation theories, so this paper reviews the theories of national innovation system and regional innovation system, indicating that theory of national innovation system opens up the new phase of studying the interaction between several innovation subjects and promotes innovation to the level of deciding social and economic development. The theory of regional innovation system is the deepen and the development of the theory of national innovation system under the circumstances of knowledge economization and economic globalization. Also the paper analyzes the valuable ideas of the theory of innovation system and the problems which should pay attention to in the building of the innovation system of medicinal industry.Bases on the theory, the paper established the model of the regional innovation system of the medicinal industry. In this model, the regional innovation system of the medicinal industry incarnates the main body of the enterprises and the relationship of interaction of the medical university and the institution and the enterprises. Also this interaction builds up on the actual demand while not the cooperation for a while. The resource and the management system of the medical innovation include the innovation talents, the innovation capital and the patent, knowledge and the information. They are in the same body while the talents are the root and the center of the innovation.The paper analyses the influences of the elements in the regional innovation system in the medicinal industry to the efficiency of the system, also gives the function mechanism of the regional innovation system of the medical industry.Basing on the model of the regional innovation system and the analysis of its efficiency, the paper selects Liaoning province as the model of the demonstration analysis, analyzing its regional innovation system of the medicinal industry.Through the research of the development of the regional medicinal industry development in domestic and the comparison of regional innovation ability, the paper gives the rational orientation of the medicinal industry of the Liaoning province.About the medical regional development: according to the research findings of the development of the medicinal industry in 13 provinces from 1998 to 2002, the medicinal industry of Liaoning province is relatively backward, both the cover of losses, the general production value and the sales profits of the enterprises.About the medical innovative ability: The advantage of Liaoning province lies in the ability of technological innovative and knowledge creative, and its weakness lies in the innovation circumstance and the floating ability of medicinal knowledge.The building of the innovation system of Liaoning medicinal industry must base on the current advantages and potential advantages which including the macro orientation of the development of Liaoning medicinal industry and micro comparison of medical innovative ability.
