Existing Problems And Solutions In The Inspection Of Import And Export Commodities For Jilin Entry Exit Of Inspection And Quarantine Bureau

In the background of opening development, China's entry-exit inspection and testing has become a barrier to guarantee the healthy development of foreign exchanges. From the macro perspective, China's entry-exit inspection plays a role of constraining and guiding the international import and export trade, safeguard of national security. From the point of micro-view of the social public, it's existing is to improve public health. In this paper, the literature analysis, qualitative analysis, and empirical analysis was stated for the inspection model of current import and export commodity of Jilin entry exit inspection and Quarantine Bureau. This paper mainly elaborated the batch process mode, testing organization, information system and management system of import and export commodities in Jilin entry-exit inspection and Quarantine Bureau's inspection.Then, the existing problems and the reasons are analyzed. Finally, the counter measures to promote the entry-exit inspection and Quarantine Bureau of Jilin import and export commodity inspection are put forward, hoping to benefit for testing research and the practice of China's import and export commodities.This paper is divided into six parts:Part I: introduction. The background and significance of the topic, research status at home and abroad, innovation points and other aspects are summarized in this paper.The second part: the definition of the core concepts of the inspection and authentication institutions of import and export commodities. We defined the three concepts of commodity inspection, import and export commodity inspection, import and export commodity inspection and appraisal institutions.The third part: the present situation of the import and export commodity inspection of Jilin entry exit inspection and quarantine bureau. This paper introduces the present situation of the work from the aspects of workflow model, organization structure, information system and working system.The fourth part: the problems of Jilin entry exit inspection and Quarantine Bureau in the inspection of import and export commodities. Government enterprises not divided, the batch detection mode, non-unified the standard of inspection, inspection and identification of interests, the lack of market competitiveness caused by non-compliance inspection and appraisal inspection, trade costs rise and trade disputes have become major issues.The fifth part: the reasons of the problems in the inspection of import and export commodities of Jilin entry exit inspection and quarantine bureau. Respectively, the root causes, the protection of the reasons, the direct cause of these three aspects was proposed.The sixth part: the countermeasures of promoting the inspection of import and export commodities of Jilin entry exit inspection and quarantine bureau. This part puts forward the countermeasures from the following aspects of separation of government and enterprise, business process reengineering, inspection of the operation of the company, and the development of the market rules.
