Research On The Entry-exit Persons Inspection And Quarantine

With the substantial increase in the number of entry and exit persons, the difficulty of eliminating the unsafe factors on entry-exit achieving effective supervision is increasing. The entry-exit inspection and quarantine, as the first line of defense of the national non-traditional security, will reflect the more important status and play a role in the national security and development strategy.The paper is to study the status and problems of entry-exit persons inspection and quarantine. It comprises four main parts as follow:The first part sorted out the entry-exit persons inspection and quarantine's management system and law enforcement and other aspects, through the analysis of domestic and foreign research status. Then it summarize the innovation points of this paper. At the same time, it defined the related concepts, pointed out the public goods theory, externality theory, new public service theory are necessity and practical significance to the entry-exit persons inspection and quarantine.The second part surveyed the current situation and the problem of the entry-exit persons inspection and quarantine at Xiamen airport, pointed out it's basic status, characteristics, achievement of the non-traditional security maintenance, and the existence of the problem. Then it analyzed the related theories on the cause of the problem.The third part collected the experience and case, including the typical domestic ports such as Shanghai Pudong, Shenzhen Luohu, Zhuhai Gongbei, and the counterparts in developed countries such as the United States, Japan, Australia. Then it analyzed which can be used for reference.The fourth part put forward the countermeasures and suggestions to improve the efficiency of law enforcement in accordance with the analysis of the previous paper. Firstly, to identify the function position, set up the correct view of responsibility. Secondly, to strengthen policy research, improve the level of public service. Thirdly, to precise propaganda policy to guide the public value norms. Fourthly, to improve classification management, protect the legitimate rights and interests of all parties. Fifthly, to practice punishment measures to safeguard the public interest.
