Accompanying with an accelerated pace of the economic globalization and trade liberalization, tariff barrier and tradition un tariff barriers are being restrained and confined day by day. On the contrary, many countries have constructed technical regulation, trade through technical measures with the major contents such as technical laws and regulations, technical standards, approval systems and inspections, and moreover, there has an increasingly tendency in the influences and functions they produced. In recent years, the exportation of the electromechanical products in our country has developed rapidly, which has become the first big category in our export products for the eleven years in succession. On the other hand, some developed countries and regions such as the Unite States, Japan, European Union, Germany and Britain have formulated harsh technical standards relying on their own advantages in technology and economy in order to confine and restrain the exportation of our electromechanical products .Entry-exit inspection and quarantine department is the main government organ that bears and implements TBT directly in our country. The electromechanical products inspection policy is of much significance in protecting the electromechanical products foreign trade of our country. The goal of the public policy is to respond the social public demand, solve the social public problem and realize the social public goal with high capacity and efficiency. This paper study the electromechanical products inspection policy systemically taking the electromechanical products inspection policy implemented by Baoan Entry-exit inspection and quarantine bureau for example and taking the systematic model of the public policy as frame of analysis, and taking representative cases for example, this paper will introduce a variety of TBTs faced by our country's electromechanical products export, and analyze the deep reasons resulting in TBT. At the same time, this paper will combine the practical situation of technical level and production level in our county's electromechanical products, and bring forward the solutions taken by Entry-exit inspection and quarantine department to remove the TBTs aiming at electromechanical products.
