The 7th Reform of the government of China is an all-wave transform of government administration, which takes Building a modern government as its goal with Streamlining government and delegating authorities and function transformation. On this background, calls for the reform of the Entry-exit Inspection and Quarantine department is becoming more evident. In the year of 2013 and 2014, under guidance of the spirit determined by the executive meetings of the State Council, which about relieving the burden of Import-export foreign trade enterprises to reply the decelerating trend of Foreign trade growth, AQSIQ(State General Administration of the Peoples Republic of China for Quality Supervision and Inspection and Quarantine) and Chinese General Administration of Custom jointly adjusted catalogue of Statutory inspection and quarantine by 2 times.
