A Study On The Status Quo And The Existing Problems Of The Governance Structure Of Rural Collective Economic Organization

Rural collective economic organization has achieved rapid development in current China`s rural areas, and plays an important role in the process of rural development. As the product of the integration of rural development and market economy, rural collective economic organization has not only achieved fast-growth on its own, but made contribution to the development of agricultural promotion and marketization. Moreover, it has resulted in the flourishing of modern agriculture and the increase of farmers` income. However, when carefully reviewing the situation of rural collective economic organization, we can find a lot of problems, which are in urgent need of our careful consideration. The governance structure, in particular, is one of the problems in top list that need our urgent responds in current rural collective economic organization. This paper aims to comprehend and analyze the current situation of the governance structure for rural collective economic organization, finds out the problems involved and on this basis, trying to put forward suggestions and strategies to the improvement of rural collective economic organization.This paper takes the current situation of the internal governance structure for rural collective economic organizations as the research object and combs China's related laws and regulations on this aspect. By taking the rural collective economic organizations in Zhongxing Township, Pingyuan County as an example, this paper has studied the current situation of its internal governance structure through the approaches of literature research and survey research. It has theoretically analyzed problems existed in the internal governance of current rural collective economic organizations, whereby to find measures for improving its internal governance structure.At present, many problems have been exposed in the rural collective economic organizations, such as undefined division of labor function and irregular governance structure, which have strong impacts on the sustainable development of rural collective economy and harmonious rural society. The improvement of the internal governance structure for rural collective economic organizations embraces much significance for enhancing management and supervision in rural grassroots democracy, safeguarding the legitimate rights and interests of the farmers, reducing rural corruption, promoting rural harmony, strengthening rural collective economy as well as increasing peasants' income. Currently, the rural collective economic organization in Zhongxing Township, Pingyuan County should start from the aspects of law building, the improvement of organization structure and external support to better perfect its governance structure. Firstly, the rural collective economic organization needs to confirm its legal person status and improve related laws and regulations. Secondly, it can follow the example of governance structure in modern enterprises for realizing independent operation. Thirdly, it needs to promote the equalization of public services between urban and rural areas and put the tax incentives into practice. Fourthly, it needs to intensify its publicity efforts, enhance the democratic management awareness of its members as well as improve governance environment.
