Research On The Development Of Rural Collective Economy In Luanchuan County,Henan Province

The rural collective economy has the function and role of"unification" that small farmers do not have in their own development.The development and expansion of the rural collective economy can further give full play to the advantages of rural collective ownership and overcome the development gap brought by the market’s profit-driven development to the vast rural areas.And reducing the poverty gap caused by the unbalanced development of urban and rural areas is the foundation and premise of achieving common prosperity in rural areas.In this context,by studying a large number of literature materials,on the basis of investigation and research,this paper adopts the method of combining literature analysis and statistical analysis to conduct a serious analysis and research on the problems related to the development of rural collective economy in Luanchuan County,and find out The main reasons for restricting development,and put forward reasonable suggestions for promoting the development of the collective economy in this area.The investigation found that the prominent problems in the development of the rural collective economy in Luanchuan County are:single type of industrial development,poor ability to resist risks in the development of the village collective economy,and great instability;The economic development relies too much on financial support,and its own hematopoietic function is insufficient;the financial management is not standardized,resulting in the loss of collective assets or the inability to obtain value-added benefits;the development of the village collective economy lacks leaders and professionals who understand professionalism and good management,and the mechanism for talent selection is still It is not perfect;the rigid expenditure of the village collective economic organization is too heavy,and it is impossible to have more funds for the development of production,etc.,which restricts the development of the rural collective economy in the local area.The research shows that the main constraints to the development and expansion of the rural collective economy are:the long-term implementation of the household contract responsibility system emphasizes the role of "dividing",historical reasons make the foundation of the village collective weak;financial management,laws and regulations and other related systems and regulations.There are few industrial development carriers,and the advantages of characteristic industries cannot be effectively brought into play;the ideological awareness of developing rural collective economy is not strong;the geographical location is restricted;the talent training mechanism is not perfect,etc.The countermeasures and suggestions put forward in this paper:further deepen the reform of rural collective property rights system,and promote the development of villages with weak collective economy;under the framework of innovative rural collective economic organization governance,promote relevant legislation,strengthen collective asset management and talent team building,and improve assessment and evaluation Incentive mechanism;based on industry,innovating industrial formats;overcoming the problem of "breaking the ice",the government provides support in the initial stage of collective economic development projects,strengthens policy funds and financial support,strengthens external publicity through multiple channels,and strengthens villages in the county area.The guidance of weak villages will promote the development of villages with weak collective economy.
