There are characters of underwater tunnel projects,such as,a large size of investments,a long construction period,and a close relationship between the public sector and the broad masses.Under the situation of insufficient funds,PPP(PublicPrivate Partnership)mode is applied in private capital,to find the new method of the infrastructure project financing can effectively.In China,using the PPP mode in the underwater tunnel construction,can not effectively alleviate the pressure of the public sector spending,but also improve the efficiency of project investment and operation.The success of the PPP mode is benefit distribution mechanism,because if benefit distribution mechanism is fair and reasonable,sufficient private capital will be attracted to participate in the underwater tunnel construction.However,risk sharing is the effective ways to ensure fair and reasonable distribution of benefits.However,the existing financial risk management and control Underwater Tunnel China is still relatively weak,the national PPP mode study time is relatively short,and the core issue for the interests of both distribution pattern of public and private research is still relatively weak.Therefore,the system of financing risk launching PPP mode study and distribution of benefits under the tunnel has theoretical and practical significance.In this paper,the underwater tunnel project under the PPP mode for the study,combined with the theory,completed the following research areas:First,in summing up the basis of domestic and foreign literature,from the analysis of the concept of PPP mode,characteristics,boundary and risk issues,application of PPP mode in the underwater tunnel,PPP mode water tunnel under the financing risk concept and characteristics,analyzes the PPP mode water tunnel under risk sharing and distribution of interests of the related issues.Secondly,it obtains a systematic study of risk identification of the PPP mode financing risk under water tunnel project,and constructs integrated DEMATEL-ISM,hierarchy of risk factors,as well as each other for the identified risk factors.Thirdly,the key issues,the PPP mode under water tunnel project-how to distribute benefits according to the actual size of risk sharing both public and private were in-depth studied.Based on the PPP mode under water tunnel on risk identification,correction Shapely value method was constructed under PPP mode launching risk-benefit balance tunnel model.This modified model by using BP neural network and programming in MATLAB draw the size ratio of public and private risk-sharing,and it modify Shapely value method,achieving a more equitable distribution of effective interest.Finally,the paper combined projects of China Communications Construction Company Limited : the sub-topics of the study of complete technology for Ultra-high pressure large diameter shield tunnel—the study of investment risk and control for Nanjing Weisan Road Cross-river tunnel,as a case to analyze and verify the reasonableness of the model.
