The Public-Private-Partnerships mode as a new project financing mode rises in recent years, As an advantage in government risk control than before the BOT model, it has been much support from world state in recent years. In order to solve the insufficient financial resources of the public sector and the project faced huge risk. Especially in the field of construction of public projects, the PPP as a new investment and financing mode has been increasingly widely used, therefore, reasonable scientific decision-making and evaluation has become a more urgent need to study the problem of investment in PPP projects.First expounded the basic concepts, principles and basic mode of the PPP mode and summed up the four characteristics of PPP projects:investment diversification, income diversification, with a concession period, more reasonable distribution of risk transfer, detailed analysis and the risk factors encountered in PPP projects, and uses fuzzy comprehensive evaluation to establish the factors of risk evaluation system. And, on this basis, come to the scale of the risk factors in the public sector with the private sector so far, analysis of the distribution of income and PPP projects stakeholders, to discuss the respective allocation of economic benefits. Eventually come to PPP projects, the risk management model based on both the public and private sectors to achieve their optimal distribution of income.
