The Research Of Dynamic Mechanism And Development Countermeasures Of The Major Function Oriented Zoning Construction In Baishan City

Since China's reform and opening up,with China's sustained rapid economic growth,accelerating industrialization and urbanization,economic and social development has made remarkable achievements,but at the same time it has accumulated certain amount of contradictions and problems,such as development disorder of national spatial,development intensity of resource is too large,regional development uncoordinated and environmental issues highlighted,degradation of ecosystem function and so on.Based on this,for the first time the national 11 th five-year plan put forward the major function oriented zoning strategy,it is reference to foreign experience in space planning and space governance,on the basis of China's basic national conditions and the actual needs of regional harmonious development,so as to take out important strategic decisions.In 2011,the state council issued "the national major function oriented zoning planning",it's planning to build efficient,harmonious and sustainable national spatial development pattern as the main line,according to the resources and environment carrying capacity,existing development density and development potential of different areas,the national spatial can be divided into four classes: optimization development,key development,limited development and prohibited development.In 2016,the state's 13 th five-year plan puts forward to speed up the construction of major function oriented zoning,promotes its basic form to be layout.Promoting the construction of major function oriented zoning is carrying out new ideas of innovation,coordination,green development,opening and sharing,it's the important foundation of achieving the comprehensive construction well-off society goal.Baishan city locates in the hinterland of Changbai Mountain's key ecological function areas,it is an important part of both ecological security pattern of China's Two screen Three zones and Two Belts of Jilin province.According to the division of national major function oriented zoning,Baishan is classified as restricted development area.The research of Baishan city's major function oriented zoning construction problems,promoting economic transformation development of limited development area,will be conducive to strengthen Changbai mountain as national key ecological function areas.They are also conductive to explore economic transformation of limited development areas and promote China's opening,national unity and the stability in border areas.Through the research of Baishan city's major function oriented zoning construction,we can draw the following conclusions:(1)The industrial development of Baishan City is excessively depended on resources and environment,the economic transition is under enormous pressure,These are all the obstacles of Baishan city's major function oriented zoning construction.(2)The major function oriented zoning construction of Baishan city mainly has four big power main body,including the government,social organizations,enterprises and residents.(3)The construction of Baishan city's major function oriented zoning mainly includes the internal impetus and external impetus,internal impetus is the shared vision of each power subject.The external power mainly include the extrusion force of resource and environment,the driving force of the market economy and policy planning guidance and support of science and technology innovation.(4)The power of the Baishan city's major function oriented zoning construction has some defects,as for the reasons of these defects can be summarized as four aspects:the development of industry relies too much on resources and environment,residents' consumption relies heavily on resources,the market development is not sound,the local financial resources is weak and system mechanism reform is slow.(5)This paper puts forward some countermeasures to promote the construction of Baishan city's major function oriented zoning,such as improving the guidance of policy and planning,strengthening the drive of market mechanism,strengthening the support the innovation of science and technology,increasing the construction of the infrastructure in Baishan city,and enhancing the enthusiasm of the social public participation.
