Applying The Improved S-CAD On Implementation Evaluation Of Major Function Oriented Zoning Planning

The planning of major function oriented zoning is a kind of Comprehensive spatial planning in China, and It is the inevitable choice to alleviate the contradiction between the social development and the limitation of resources and environment. It is necessary to evaluate the implementation of major function oriented zoning planning.and it also matches the development trend of researches of spatial planning in our country In this paper, The improved S-CAD is used to evaluate the implementation of major function oriented zoning planning, after review domestic and international research. Then analyzing the consistency, adequacy and effect of the planning that taking Hunan province as an example. Finally, drawing the conclusion on evaluation of implementation of major function oriented zoning planning by the improved S-CAD. The results of this paper are as follows:(1)The localization of S-CAD is realized through the improvement of this method.The method is improved by analyzing the potential problems in the application. The improved method is applied to evaluate the implementation of major function oriented zoning planning in China.(2) The improved S-CAD is normative.The procedure is clear and detailed,and the technique is practical and operable. So it could promote the process of evaluation of implementation of major function oriented zoning planning to be standard.(3) The evaluation of the planning of major function oriented zoning by the improved S-CAD is from the perspective of values of the planners. This method let the results of evaluation be more authenticity and persuasive than other methods.(4) The method of evaluation for evaluating the implementation of the process of planning. The improved S-CAD can assessment the consistency, adequacy and effect of values, objectives, strategies and outcomes in text of plan, which are related to process of planning implementation. So planners can adjust the plan in good time.(5) It is scientific that evaluating the implementation of major function oriented zoning planning by the improved S-CAD. Because that it can analyze the the implementation of the planning, and also realize the reasons for the results of theevaluation.(6) Suggestions about the planning that evaluating by the improved S-CAD are reasonable and feasible. these suggestions can promote the implementation of planning objectives because they match the standpoint of the planners.
