Urbanization Mechanism And Mode In Jilin Province Based On The Major Function-oriented Zoning

The 5^th plenary session of 17th CPC Central Committee suggested some policies will be carried out during the 12th Five-Year Plan in our country, including the regional overall development strategy,major function oriented zoning （MFOZ）,and the optimization of layout and structure of urbanization. Major function oriented zoning with different policies will adjust and created new ideas and models for the national spatial development,improve the disorder and irrationally structured regional development pattern,promote regional economic cooperation and complementary advantage sharing,enhance the ability of comprehensive, coordinated and sustainable economic and social development,regulate spatial development order and set up a solid base for the building of affluent and socialist harmonious society.This paper commented the theories and researches about major function oriented zoning and urbanization,and thence analyzed the content and significance of major function oriented zone. With the forming of MFOZ,region is now defined as function zone rather than as different zone before,and the further study on region will focus on regional function rather than only on the regional structure,and the spatial development balance will be created. Urbanization is a process of industry cluster,and at the same time it is also spatially visualization of industry cluster process. MFOZ theory considers that the spatial extension of urbanization is in order and spatial balance is its important feature. Jilin Province is a typical complicated region and greatly heterogeneous in inner geographical environment,ecological carrying capacity,density of existing development,potential and etc.This paper proposed the dynamic mechanism and model selection in the urbanization process of Jilin province based on the MFOZ,explore the theory issues of urbanization and analyzed and studied the major function oriented zoning and urbanization in Jilin Province. The paper is divided in four parts.The first part is chapter 1,the introduction of the paper. The first part introduced the dilemma of urbanization,and new direction of development of urbanization provided by MFOZ. The significance,method,goal,framework of this study is discussed in detail.The second part,including chapter 2 and 3,systemically illustrated the theories and studies relating to MFOZ and urbanization,and explore the new theory on urbanization under the concept of MFOZ. In the view of economic and geography science,MFOZ is a new study viewpoint for the regional issues in regional economic science. The comprehension of urbanization is from spatially cluster of industry and material to the spatially balance. The urbanization under the concept of MFOZ is regional spatial structured with the balance of market and government.The third part took an empirical verification,contains from chapter 4 to chapter 7.Chapter 4 analyzed the tempo-spatial feature of urbanization in Jilin Province. In the view of spatial structure,the central,east and west part of Jilin Province is at very different urbanization level because of their different development conditions and urbanization direction. The driven mechanism of urbanization was summarized as resources promotion, external force push, transport orient, policy orient and etc. Some troubles in the process of urbanization in Jilin Province were proposed such as asymmetry urbanization and economic development level, huge different urbanization level, weak active ability of central city, undeveloped status of small towns, slow speed of structure transform, uneven urbanization cost and so on.Chapter 5 discussed the major function orient zoning and its basis in Jilin Province. According to the different status of natural ecological pattern,climate /hydrological conditions,ecological environmental constraints and economic carrying capacity, four major function zones were planed.Chapter 6 put forwards the different urbanization driven mechanism for the four major function orient zones according to the analysis of geopolitics,geo-economy,national policy, regional development strategy of neighborhood province and other situation faced certainly or uncertainly in the future urbanization process.Urbanization model selection of the four major function orient zones in Jilin Province was proposed in Chapter 7. The main regional development issues of developed zones are the growth of industry and economic,while that of the restricted zones are the protection of ecology security and orderly ecological migration .The fourth part,chapter 8,introduced the conclusion of this paper. The study conclusion was proposed,some shortcoming of this study and study issues in the future were discussed.
