The Land is the spatial carrier of daily life and production.It can provide not only the necessary production and living space but also the corresponding ecological service space for the development of human society and economy.The different region exist otherness which include the differences of the land use structure and the method in the different natural conditions,economic development and social conditions.The Fifth Plenum of the 18 th CPC Central Committee put forward the development concept of "coordination" and "green".It`s basic requirements that we must play important role of the Major Function Oriented Zoning,which promote the integrated development of new-type urbanization,industrialization,IT application and modern agriculture in the different regional dimensions;and to create the society of resource-conserving and environment-friendly,we should coordinate the relation between the national territory space development and environmental protection.At present,China is faced with increasing resource constraints,deteriorated ecological environment pressure,the optimization of national territory space development and the promotion of spatial development quality.Therefore,according to the regional otherness,it is scientifically and rationally to divide the Land Use Zoning to achieve the purpose of optimize allocation of land resources.This paper takes the Yuanzhou District of Jiangxi Province as the subject.Learning from previous research results of main functional division and combining with the present land use characteristics,build the evaluation index system and apply the evaluation model of 3D magic square to divide different regions at county-scale;In order to get the preliminary results of land use zoning,select the relevant indicators to construct the evaluation index system and use hierarchical clustering methods.At the same time,combined with the result of main function zoning,the subject is divided into six regions.Finally,considering of the industrial agglomeration and economic development,put forward the corresponding suggestion and the land use optimizing model in the different land use regions.The main research results are as follows:(1)First,this paper takes township as the evaluation unit.It select three first-class indicators,which include the capacity of resource and environment,current land use density and the future potential development,and Fifteen second-class indicators to construct the evaluation index system of main function zoning;By using the combination of entropy method with AHP,determine the index weight.And it calculates comprehensive score of the first-class indicators by synthetic index method.The results show that: the score of the capacity of resource and environment is from 0.2864(the urban area)to 0.7252(Wentang);the score of current land use density is from 0.0769(Feijiantan)to 0.9826(the urban area);the score of future potential development is from 0.1086(Nanmu)to 0.8582(the urban area).(2)Second,with synthesized the exist research results of the main function in this paper and based on the comprehensive score of first-class indicators,apply the evaluation model of 3D magic square to divide different regions which include optimized development area(including urban area and Jinyuan streets),key development area(including Xiapu streets,Sanyang,Binjiang,Wentang,Hutian,Hongjiang,Lucun,Xicun,WoJiang,Xintian)and restricted development area(including Baimu,Cihua,Feijiantan,Hongtang,Jinrui,Liaoshi,Nanmu,Xinfang,Shuijiang,Tiantai,Zhaixian,Zhuting,Nanmiao).The prohibited area is mainly based on the ecological redline to delineate some areas which it is an important ecological function and ecological sensitive from the above three kinds of main functional areas,and mainly related to the moon mountain scenic area,nature reserve,Forest Park and other parts of the region.(3)Third,according to the natural conditions,social-economic development and other factors,select fourteen indexes from land use structure,land use efficiency,the conditions of social-economic development and ecological environment factors to construct the evaluation system of the land use preliminary zoning.By using hierarchical clustering methods in the SPSS software,the clustering analysis of the Twenty-five evaluation units in Yuanzhou are carried out.And combined with the result of the main function and the township of natural resources,the land use is divided into six types which including Urban business center zone,Industrial concentration development zone,Leisure tourism industrial zone,Ecological environment restricted zone and the Prohibition zone.(4)Finally,according to the current situation of land use characteristics,economic development and combined with industrial layout in the 13 th five-year plan,analysis the different comprehensive regionalization of land use to put forward the land use optimizing model and suggestions.It`s helpful to provide reference for decision-making of land use in the future.
