Urbanization Mode In Bingtuan Based On The Major Function-Oriented Zoning

The 5th plenary session of 17 th CPC Central Committee suggested some policieswill be carried out during the 12 th Five-Year Plan in our country, including theregional overall development strategy,major function oriented zoning(MFOZ),andthe optimization of layout and structure of urbanization. Major function orientedzoning with different policies will adjust and created new ideas and models for thenational spatial development,improve the disorder and irrationally structured regionaldevelopment pattern, promote regional economic cooperation and complementaryadvantage sharing,enhance the ability of comprehensive,coordinated and sustainableeconomic and social development, regulate spatial development order and set up asolid base for the building of affluent and socialist harmonious society.This paper commented the theories and researches about major function orientedzoning and urbanization, we think that the Xinjiang Production and ConstructionOroup(XPCG), is a special organization which is integrated with the party andadministration and military and enterprises, and greatly heterogeneous ininner geographical conditions 、 eco-environment carrying capacity 、 density ofexisting development,potential and etc. With the forming of MFOZ,region is nowdefined as function zone rather than as different zone before,and the further study onregion will focus on regional function rather than only on the regional structure,andthe spatial development balance will be created. MFOZ theory is considered that hasa significance reference in theory to guiding the path of the urbanization.The paper is divided in four parts.The first part is chapter 1,the introduction ofthe paper.The first part introduced the dilemma of urbanization,and new direction ofdevelopment of urbanization provided by MFOZ.The significance,method,goal,framework of this study is discussed in detail.The second part is chapter 2,systemically illustrated the theories and studiesrelating to MFOZ and urbanization,and explore the new theory on urbanization underthe concept of MFOZ. In the view of economic and geography science,MFOZ is anew study viewpoint for the regional issues in regional economic science. Thecomprehension of urbanization is from spatially cluster of industry and material to thespatially balance. The urbanization under the concept of MFOZ is regional spatialstructured with the balance of market and governmentv.The third part took an empirical verification,contains from chapter 3 to chapter6.The chapter 3,analyzed the problem of the urbanization for the XPCG. Chapter 4discussed the major function orient zoning and its basis in XPCG. According to thedifferent conditions,three function zones were planed. Urbanization model selectionof major function orient zones in XPCG was proposed in Chapter 5 and Chapter 6.The fourth part,chapter 7 and chapter 8. Some policy recommendations wereproposed to the corps’ urbanization. Chapter 8 introduced the conclusion of this paper.The study conclusion was proposed,some shortcoming of this study and study issuesin the future were discussed.
