The major function-oriented zoning is a concept that derives from spatial planning in foreign countries. It breaks the long-standing concept of taking total amount of domestic economy as the starting point for regional development, and strengthens the concept of ecological consciousness in Space Planning, reflects the respect for the landform and natural context. It serves as a landmark in the process of promoting regional coordinated development in China. Due to the uneven distribution of space resources, some repeat infrastructure or disorder urban developments carried by local administrators are often seen in pursuit of political compliments, leaving severe issues on land and resources, which seriously restrict coordinated development in these regions. In order to protect the orderly regional development, in 2006 China proposed construct major function-oriented zoning. Since then, both the government and academics have made every endeavor to promote the theory innovation and policy implementation.Planning and control of regional space by national and provincial major function-oriented zoning is at the macro level. However, with further refine research scale, concrete divisions of the major function-oriented zoning have become increasingly demanding to both cities and counties. Taking Wuhan as an example, by using regional spatial development planning theory, this study builds a major function-oriented zoning indicator system, and takes different natural elements plaque as the spatial unit instead of traditional spatial unit based on administrative districts. They are divided into two categories by whether the points of natural elements’ bearing capacity of resources-environment are higher than the points of theirs’ present development density or not. And then, major function-oriented suitability analysis of the areas would be conducted respectively. Different types of major function-oriented zonings take different control measures. The main achievements of this study are as follows:1) An Establish Multilevel Evaluation Index System has been established.10 factor level layer indicators are established on the basis of major function-oriented zoning connotation and bearing capacity of resource-environment, present development density and development potential. Those factor level layer indicators contain abundance of natural resources, resource bearing capacity, ecological sensitivity, potential of economic growth and development foundation. On the basis of this,17 secondary factor level indicators are selected to build the major function-oriented zoning indicator system.2) A detailed division of major function-oriented zoning of Wuhan has been conducted. It takes natural elements plaques as the spatial unit, implements the spatial homogeneity of spatial unit partition, processes data by ARCGIS and conducts Principal Component Analysis by SPSS. This study divides 13 administrative regions and 2 development areas of Wuhan preliminarily into Optimized Development Zone (7 central urban areas), Strong Emphatic Development Zone (2 development areas) and Weak Emphatic Development Zone (6 distant suburban areas). On the basis of this, the entire plaques are divided into two categories by whether the points of natural elements’bearing capacity of resources-environment are higher than the points of theirs’present development density or not. Major function-oriented suitability scores and development potential scores in each category are also put in consideration when we conduct the detailed division. Finally, the detailed division of major function-oriented zoning of Wuhan is shown in Figure 4.23.3) A classified management of major function-oriented zoning has been conducted. According to the detailed division of major function-oriented zoning, each region forms regional classified management policies on industry, resources-environment and performance appraisal, which promote the coordinated development of different major function-oriented zonings.
