With the unceasing improvement of China's economy and culture,the standards and requirements from the society to the level of education are getting higher and higher,so does the comprehensive ability and quality of primary and secondary school teachers required by the municipal education commissions in many cities.Primary and secondary school teachers must keep improving their comprehensive qualities.Only in this way can they acquire the recognition and development in today's complex,invigorative and competitive society.However,it is not enough for the teachers to work hard by themselves.the development of teachers 'professional ability is not enough to rely on their own efforts,the improvement of teachers' subjective initiative,the teachers' own initiative,the unified and comprehensive management on the teacher's professional development from the school education management,and the good environment built by the whole society and schools play the vital role.The teachers can be helped and become professional from the aspects of guide,regulation,control,encouragement,and promotion via the teacher's professional development.In order to explore and practice the basic evaluation of the teachers' professional development of the basic education,this research designs and sets up a Beijing primary and secondary school teachers' professional evaluation process and system,taking the developable evaluation as the based theory and regarding multi-level teaching administrators,colleagues,teachers,students and parents as the main body.This research firstly starts with the overall business management and process design of the evaluation process,and then it carries on the requirement analysis to the whole evaluation system.Later,according to the J2 EE development standard,the whole system is divided into five major business modules: the evaluation index,the evaluation question bank,the evaluation questionnaire,the results of data analysis and evaluation process management.The detailed design and core function design are based on above five major business modules.Finally,the application of white box test and black box test in the primary and secondary school teachers' development evaluation system function and performance test proves that the completed system has a high real-time,integrity and accuracy to meet the design requirements.Based on scientific teaching management and statistical methods,this system evaluates the evaluation activities of primary and secondary school teachers' professional development.It designs and actualizes a comprehensive evaluation index system of teachers' professional quality in the direction of new curriculum reform of primary and secondary schools in Beijing.It changes the situation that the present evaluation method of teachers is too single.It also improves the scientific and fair evaluation.The establishment of the system is conducive to comprehensive promotion of the development of Beijing basic education teachers' professional evaluation in a scientific,standardized,and informative way.
