With 4G licenses granted to carriers in China in recent years, the mobile market has had a peak performance.Subscribers increased rapidly and three major carriers d eveloped their network radically. Not only their construction reached history high, but the speed of their expansion has been seen never before showing their ambition to tr iumph against their competitors. As the scale of mobile communications projects conti nues to be expanded, the higher requirements are also put forwarded for the risk ma nagement of project. This makes the necessity to carry out research in the risk mana gement of mobile communication construction clear and present.Based on the practical subject background of Binzhou A local transmission netwo rk launched by Shandong Unicom in March 2014,theories of the risk management ar e utilized to conduct in-depth profiling in the risk management process of Binzhou tra nsmission network project in this paper. The paper is divided into five chapters. The first chapter is an introduction th-at mainly to put forward questions and explain the purpose and significance of the topic, describe the research content and methods. In the second chapter, the overview of the current situation and the risk management of Binzhou transmissi-on network is sor ted briefly and the standpoint of this research is cleared. In the third chapter, the De lphi method is used to plan the risk management and to identify the project risks for Binzhou transmission network project, and the specific analyzation on characteristis of this project's risk management are made.In chapter IV,the level analysis and fuz zy discriminant method are used to establish the risk assessment system of Binzhou tr ansmission network project. In Chapter V,the concrete monitoring measures and relev ant solutions for Binzhou transmission network project risks that may occur during the construction based on the analysis of the previous chapters are discussed.
