Public security organs as the administration of administrative law enforcement organs of the state, the important mission for attacking the enemy, protecting the people, punishing crimes, maintaining stability. However, due to the public security organs of the business activities of complex, its service is intangible and utility potential, leading to the existing evaluation system is too cumbersome and more to qualitative evaluation, system operation is not strong. In order to more effectively promote the public security organs to the overall level of service and individual service capabilities. This paper uses the theory of performance management, quantitative and qualitative combining technology, the method of comparative analysis, empirical research methods such as the establishment of a public security organ level two performance appraisal system, referred to as PAS (Performance Assessment System), the performance appraisal system of PAS is currently the Guangdong provincial authorities are now using the.The paper first analyzes the research background and significance, domestic and foreign related research present situation and the tendency of police performance appraisal theory, and then analyzes the main problems faced by the public security organs performance evaluation in Guangzhou City, including target setting is not scientific, performance indicators, lack of scientific assessment process and the result of improper handling etc.. To all kinds of problems faced by the Guangdong provincial public security organs, made a detailed needs analysis. Using the principle and method of software engineering, the requirement analysis and system design of the system in detail. Focus on the construction of the public security organ performance appraisal system in Guangzhou City, the personal qualities, knowledge structure, business performance and disciplined style four performance dimensions were determined, by further decomposition assessment dimension,18items of performance indicators and communication ability, policy theory level, the amount of work and political thoughts were determined, and the design of the the efficacy coefficient method for foundational data processing method, calculation method to determine the weight to calculate the comprehensive evaluation index with ahp. In demand analysis, the business process diagram, use case diagram, a detailed description of the business process of the system. In the design of the system, using the HIPO diagram, class diagram, sequence diagram module function has made the detailed design to the system. SSH framework from the responsibilities are divided into four layers:presentation layer, business logic layer, data persistence layer and domain model layer, the entire development process this paper will introduce the PAS project.
