With the development of information technology and the popularization of the application system,office automation of the government developed fast.Government develop office automation helps to improve the level of e-government,improve administrative mode,reduce administrative costs,improve work efficiency.Documents transfer and processing is the core of the e-government system,through the field survey of urban planning agency,for the characteristics of urban planning documents circulation,approval,handling,in order to realize urban planning agency daily office network,documents exchange paperless,internal management scientific,work deployment of convenience.The main contents are as follows:First,completed the demand analysis of urban planning documents system.Through field investigation and research into the inside of the urban planning agency,understand the urban planning documents processing and the related work of business process,split function modules,analysis of the business module and give the application sites,user roles,the corresponding use cases and the flow of data between the roles,generate demand analysis.Second,completed the system design of urban planning documents system.According to the demand analysis,realize the frame structure design of the system,the design of function module,process design of documents flow,interface design,and data model design.Use the activity diagram to specify the active node for the document flow and the active instance for the node,using the class diagram and E_R figure analysis illustrates the relationship between the data structure.Third,completed the prototype development of urban planning documents system.The paper gives the realization of the main interface of each functional module of the system,such as basic information document forms,undertake list of document,and the flow chart of document flow.The urban planning document system is a subsystem of a urban planning agency’s e-government system in Tianjin,and the e-government system is running now.System workflow design flexible,operate convenient,highlight the characteristics of urban planning document,improve the efficiency of document processing greatly,has won the acceptance of the urban planning agency.
