According to the State Council "" 13 th Five-Year "environmental protection planning","Jilin provincial " 13 th Five-Year " environmental protection plan","Changchun " 13 th Five-Year " ecological environment protection plan(Draft)" and other documents required the Jingyue branch of CMEPB(Changchun Municipal Environmental Protection Bureau)to improve the environmental quality of Jingyue distinct as its the core.The Jingyue Branch has to actively promote the comprehensive improvement of the environment in its area,carries out innovation in the way of supervision,strictly regulates the behavior of environmental protection law enforcement,and constructs supervision mechanism with clear responsibility,transparent rights and efficient operation.The government should exert the important funcitons of environmental protection on promote development and change the quality and safety.In order to ensure the realization of the goal of "improving the quality of the environment",we planed to construct the "smart environmental protection platform system",which is basing on the advantages of mobile Internet and networking development to set up and meets the ecological and environmental protection planning requirements of the wisdom of environmental platform.The platform can perceive environmental status,indicate environmental risk warning.At the same time,the platform provides full range of technical support to the implementation of green administration,the construction of the beautiful net.The "environmental wisdom platform" software including collaborative office system,integrated service system,intelligent monitoring system,environmental quality management system,case management system,GIS geographic information system and mobile terminalsystem,big data visualization system and video live telecast system.Among them,the development of cooperative office system aimed at providing a collaborative work platform for exchanging documents,issuing notices to the environmental protection agency,CMC and related enterprise staffs.The COS uses the internet technology and information technology to realize remote,cooperative office.As early as 1990 s,the relational database based on files and structured data have been widely applied,which makes the management of documents tending to paperless,data centralization.It greatly improves the information management level of documents,and at the same time,it also means the emerging of prototype office system.In the early twenty-first Century,with the gradual expansion of the scale of the organization and the quickening pace of work,the demands of breaking the time and geographical restrictions and realizing the office working at anytime and anywhere are becoming more and more urgent.At the same time,with the rapid development of network technology,great changes have taken place in software computing mode and application mode,which provide the basic guarantee for the emergence and development of collaborative office systems.Now,after many years of development,OA system has been mature,and its functions are gradually extended to various management activities within the organization.It has become an important component of information management in various organizations and units.The collaborative management system realized in this paper is mainly for the interior staffs and related enterprises of the environmental protection bureau.In the requirement analysis section,firstly,the whole framework of the intelligent environment platform is introduced,which is the basis of the functional requirements analysis,architecture design and deployment environment of the collaborative office system.Secondly,according to the internal and external office working demands of Environmental Protection Bureau,we analyze the functional requirements of the system.The business function demand includes the organization management,notice,documents,information released and so on.And the detail willbe introduced later.Finally,from the point of view of user experience and security,we analyze the non-functional requirements of the system.In the design part of the system,firstly based on the architecture of smart environmental platform,we designs the overall structure of the collaborative office system,which is divided into user layer,access control layer,business logic layer,persistence layer and database layer.The contents in this paper mainly includes access control layer,business logic layer and database model.Secondly,using UML modeling tools and program flow chart,the details of designing each module are introduced,especially the key part.Finally,database model and database table design are established.In the part of system implementation,the development and operation environment is firstly introduced.Secondly,we elaborate the key part function module of realization of the organization management,access control settings,notice announcement,document circulation and information release.We also presents some captures of demo pages.Finally,the test cases are designed in detail for each function,and the test results are given.At the end of this paper,a summary of this paper is made,and the deficiencies in the current development are pointed out and the future works are prospected.
