With the increasing penetration of technology for informatization in national taxation institution.Informatization of national taxation system has reached a relatively high level. On the current, the level for office automation in Yunnan national taxation bodies,a particular set- up has been formed with The Golden tax Project as its core and independent operating software systems encompassing the relative departments. At the present stage,the level for office automation in Yunnan national taxation institution, it is still in the era of labor management. However, Qu Jing national taxation institution is trying a more effective modern management method basing on the unified information construction requirements and norms in Yunnan national taxation bodies with the continuous improvement of the level for office automation. So we developed the standardized collaborative office information system. The system has improved the administrative efficiency and reduced the risk of law enforcement by mainly focusing on the effectively integrating on the business flow. Also the data of the system is the evidence of personnel performance examination.Considering the status of function dispersion, data redundancy, there is an urgent need for improving the administrative efficiency and integrating information in the province's tax system.This article focuses on the design goals and business needs of the system and tries to construct an innovative system which tends to cover various aspects of administrative management in taxation institutions and achieve the effectiveness of departments and cadres and workers Office automation and performance management appraisal. Meanwhile, I explore the workability of the over-all structural correlations, system structure and database modeling in order to achieve such purposes on a role- management basis: system management,The single sign-on system, work procedure design,workflow processing, work journal keeping, dynamic form generation, the cross-database query and generation of working performance.In the process of this system's development, we programmed on the integrated development environment Microsoft Visual Studio 2010 by using.Net Framework 4.5 and Microsoft SQL Server2008 R2, and ultimately completed the system with B/ S software architecture on the MVC development model. Using effective statistical graphs from the powerful function of the Crystal Report, we make the performance evaluation result become more intuitive. The system not only meets the basic functional requirements, but also ensures many other non functional indicators such as that the high speed response, stability, maintainability, scalability and ease of use. In this paper,we introduce the related technologies involved in the system, and mainly focuses on therequirements analysis, design and implementation process of the seven functions in the system. they are personal authority management, collaborative office, personal transaction processing, notice announcement, work attendance management, statistical analysis, system maintenance. Combined with some system Screenshot we achieved a detailed description, and selected the most representative related tests of the system to test. At the end, by summarizing the main points of the research in the paper and prospecting future direction of the System evolution, we laid the technological foundation for further study.At present, the system has already been widely used in Qujing national taxation institution, and its stability and reliability are also fully verified.It really improves the work efficiency of organizations at all levels and simplifies the process of working. In one word, the performance of the system is relatively ideal.
