Research On The Construction Of Anhui Public Library Service System Under The Background Of Urban-Rural Integration

At present, the imbalance between urban and rural areas is not only the prominent contradiction exist in China’s economic and social development, but also the major issue during building comparatively well-off society and accelerating the socialist modernization drive. Since the reform and opening up, China’s rural areas changes in turn the world upside down. However, the urban-rural dual structure has not fundamentally changed, the trend of widening the gap between urban and rural development has not been reversed. To solve this, promoting the integration development between urban and rural must be performed. In2012, the Eighteenth National Congress of the CPC re "agricultural modernization" into the new "four modernizations" goal, clearly stated that "To promote the integration of urban and rural development, we should accelerate the improvement of system integration, focus on urban and rural planning, infrastructure construction, public services, etc, promote the urban and rural elements equal exchange and configure public resources balanced." The integration of urban and rural areas including economic, cultural, social and ecological integration, and the integration of cultural is a top priority in it. In the process of urbanization, it is not only to change the rural resident, more important is to promote a fundamental change in their production way of life. A life without spiritual and cultural is not the full sense of modern life. Only by pushing the urban and rural culture work develop harmonious, sharing common resources and equal public cultural services, can the resident in urban and rural be able to meet the demand for cultural life. In this process, because of its "social","knowledge" and "welfare", the public library provides unlimited possibilities to build the public cultural service system covering both urban and rural areas.With the continuous development of public libraries in recent years, China has basically formed a public library service system in accordance with the administrative division of province, city, county, town and village. At the same time, the Cultural Information Resources Sharing Project has been started throughout the country. However, the development of cultural establishment is often closely related to economic development. Now, China’s urban-rural dual economic structure also affects the full operation of public library services, which makes a big difference in enjoying resources and sharing information between urban and rural. As a province with a large proportion of rural population, this phenomenon is more pronounced and protrudent. During the Eleventh Five-Year Plan for National Economic and Social Development, Anhui government has built the cultural information resources sharing project service facilities, with grass-roots service cover all areas, network operating normally, nation’s leading resource development and the staff training effectively, which completed the cultural information resources sharing project "eleven five" task totally. At present, based on the existing cultural information resources sharing project facilities, how to improve infrastructure and resource’ utilization, and promote the integrated development of urban and rural public libraries by the system and service system innovations under limited resources, has become one of the topics in balancing Anhui urban and rural development.Firstly, this paper emphasizes that, the public library service system is very important for the integration, especial the culture integration of urban and rural areas for Anhui Province. Then in Jiaxing "industry demonstration, government-led" model, multi-level model of Suzhou, Chengdu "GBD" mode and Baoji "Library-Point-wire" mode for the case, the successful experience of urban and rural public library service system integration in the country are be analyzed. Based on this, the paper investigates the construction of public library service system in Anhui Province through field, networks, literature research and other methods, analyze and summarize the issues it faces. Finally, by combining local characteristics and successful experiences, this paper try to put forward some suitable countermeasures about establishing and perfecting the service system of urban and rural development of the public library in Anhui Province, also to contribute to the development of public libraries cause.
