Research On The Innovation Of Archival Service Based On Open Government Data

Because of the inherent advantages of the government in collecting data,it has accumulated a large number of data related to public life,work and society in the implementation of administrative activities.Therefore,the government is obliged to open up the data available to the community and encourage the recycling of data to achieve greater economic value,public value and social value.The opening of government data not only allows the public to obtain more government dynamics,personnel appointment and removal and other relevant government internal operation of the data,improve the transparency of the government,but also can improve the efficiency of data resources to better meet the growing public demand for data,Improve public participation.The archives department as a national administrative organization,work content has been integrated into various fields of economic and social,in addition to collecting custody,for the public to spread culture and provide cultural and leisure venues and other social services,but also has the functional advantage which to provide decision-making information for government agencies,and it is closely related to the government departments.With the opening of the government's data movement in full swing,archives departments at all levels need to keep pace with the times,accelerate the innovative of archives service mode,in order to help government data open and to meet the needs of the public's government data utilization.The main contents of this paper are:(1)On the basis of reviewing and summarizing the current situation of government data opening and archival service research,this paper defines the relevant concepts of government data opening and archival service,and provides theoretical support for follow-up research.(2)The archives department as a public institution of our country,except for the service organizations,social organizations and the public,another important function is servicing to government departments,so it is necessary to re positioning the role of the archives department in the context of the government data opened movement.The third part explores and locates the role of archives department on the basis of discussing the difference and connection between archives and large data.(3)The user is the ultimate criterion of service quality;occupy an important position in the whole service process.In order to meet the requirements of government data open and to maximize meet the needs of users,the fourth part of this paper uses the method of questionnaire survey to explore the characteristics of the user's data demand from the following four aspects: hierarchical diversity,motivational orientation,ability influence and follow-up induction.(4)According to the changes of social and economic development in the open environment of government data,the new role played by the archives department and the characteristics of the public needs to the government data,the fifth part puts forward specific strategies to strengthen the construction of the service system of the archives from four aspects: laws and regulations,data consciousness,archives resource construction and diversified service.Finally,the article summarizes the full text and prospects for future research.
