On March 5,2010, State Council Premier WenJiabao made the government work report at the Third Session of the Eleventh National People's Congress, in which it refer to facilitate the development of archives as an integral part of cultural development.In recent years, along with economic development and political reform, citizens archive consciousness has been growing, using the archive to protect their own interests and achieve their own growing demand for culture and leisure. Faced with this demand, archives provide services for the party and government organizations, leaders and scholars, in the same time, it should change the service concept positively, takes the initiative to open the archive, explores the means of innovative services, increases the level of service, enhances their own "social publicity", satisfies well the needs of citizens demand of archives.In our country,Archives have made certain progress from the theory to the practice in the collective services aspect, but also presents some questions, the archive opening degree is not high, the means of archive information service's backwardness and so on, these are restricting our country archives further development. Therefore, how to improve the archives public services ability has become the important factor which affects and restricts the development of archives cause.Research on this topic is making a comprehensive grasp of the academic of archives on the theory of public services exploration, making a clear realization of archives orientation and development direction, analyzing the factors which causing the current lack of public service ability of archives, thus to focus on countermeasures of public services of archives.
