China's Public Archives Social Service Research

Archives as the important national information resources, the past and present nationalinstitutions, social organizations and individuals engaged in various activities to direct theformation of the state and society to save the value of various texts, graphics, audio and otherhistorical records in various forms. The “true, complete, effective" original records the files intoa special information with reference document, identification of history, plays an irreplaceablerole in the operation of the state, social development and public life. Along with the socialpublic archives consciousness gradually strengthened, the efficiency and quality of archivessocial service demand is also increasing. The comprehensive archives at all levels of theNational Archives of China is in the transition to public archives period, public archives is thesubject of archives of our country, through the study of the public archives social service, canmake up the deficiency of public archives of library services, research content to further enrichthe public archives service, make the study of social public service file is more systematic andtheoretical. In the transition of society and the government function under the background,through the research on public archives social service, can make the construction of publicarchives service object clearer, more accurate and comprehensive, more diverse forms ofservice, service level is improved greatly, will help to promote the construction of publicarchives process, promote sustainable development the science of archives, help to promote theconstruction of comprehensive economic and social development of our country andharmonious society, is of great practical significance.This paper is divided into five parts for research on public archives social service in China,the background and significance of the introduction part mainly summarizes the " publicarchives social service research " in China, discusses the situation of domestic and abroad, thedevelopment trend of the research on the social service of public archives. It describes thepaper’s research ideas and research methods. The second part is an overview of the basic theoryof public archives social service. Focus on the analysis of connotation; the characteristic ofpublic archives; service object and concept, at the same time, the new public management, newpublic service, and information economics theory are briefly described. The third chapter researches the analysis of social service function and status of public archives. On archivescollection storage, file query using, archive compilation of traditional function development andsocial memory, information services, cultural recreation, education and scientific research andsocial service functions are analyzed in detail, and the status of the public archives of socialservice are described. The fourth part is to analyze the restricting factors of public archivessocial service in our country implementation. From the management system, servicemechanism, construction of library resources factors, professional and technical factors of anglediscusses.
