In the age of full business operation, the increase of diversity customers and the variety of business is causing the network size to become bigger and the operations management to become more complex. For operator, the surge of customers' number and the diversity of customers' needs are both challenges and opportunities. The challenge is how to stand out from the crowd and become the first choice of customers under the condition of a situation of tripartite confrontation; the opportunity is that once customers choose one of the operators to open relevant business and is provided a good customer experience to increase customer loyalty,then the customer's subsequent consumption is also belong to this operator. So a business supporting system that provides good customer experience is especially important.The network resource management system is the most basic and the most important part of the service support system,how to provide timely and accurate data support for the service opening system is the key to the current system construction. Based on this specific demand,this thesis gives analysis and research of the system construction process from the following three aspects, the system requirement analysis, system design, system implementation and testing.This thesis first analyzes the position of the current system,then summarizes current situation and existing problems of management system, and analyzes the demand from the business requirements,the system role,management scope and function requirements and other aspects of the system. On the basis of requirement analysis, this thesis designs the outline, defines the system structure, the initial division of the function module and the selection of the technology, and divides the system into detailed functional modules according to the design. This system uses the Web B/S model that is based on the three layer structure of classical architecture design, they are: the interface layer (User Interface layer),business logic layer (Business Logic Layer), the data access layer (Data access layer), and the underlying database uses the Oracle database for data storage. This thesis designs three modules and the interface between the system with other systems, the three modules are project life cycle management,integrated business district management and pre covering management, and the management of comprehensive business district is a kind of application of grid management.According to the detailed design of the system,the thesis realizes several main function modules, including the implementation of the front page display and the function of back-end data manipulation,and the implementation of the interfaces between the system with other systems. Finally, through the development of the system running show, the system's functions accord with expectations, then have solved the problems due to the lack of management before, and improve the efficiency of management.
