As typical assets intensive enterprise, the grid company considers the improvement of equipment operation level and extension of assets life cycle as important approaches to reduce costs and improve its core competence. Due to the large size and the slow reformation step, the great Grid Corporation still continue the planned economy's model in production and management systems etc. In aspect of equipment management there are still a good deal of manual account records, the historic account management is in disorder, the checking procedure is onerous, and the communication between departments is not expedited, the link is disjointed between forepart management and later management, which result in longer purchase periods and setting account periods. As a result, some equipments have became useless when they firstly come into the management of capital asserts .Besides, the equipment use state is not recorded truly. In this paper, after a full investigation into some power bureaus, according to the actuality of equipment management and the enterprise's requirements, consulting modern information technologies and computer technologies, the author designs a suit of equipment overall life-cycle management system, the system is focused on asset management ,which make equipment management from procurement, transfer funds, maintenance, updating, retired to maintenance notices and cost account, maintenance projects settlement have a strict operating procedures and the examination and approval segment, to realize the Company's targets of fine management, group operation, and intensive development.The main research works are as follows: Firstly, the paper surveys the Equipment Management and some existing problems of power bureau, and proposed the use of the equipment life cycle management base on exiting equipment management. Secondly, analysis the need of the overall life cycle equipment management and suggests building a relative complete overall life cycle equipment management system. Thirdly, based on the theory and methods of life cycle management, the electric power management system has been divided into five phases, and it also has been analyzed. Fourthly, takes the B/S three-tier architecture system implementation scheme which based on the .NET framework. Finally, based on the VS.NET platform and SQL database technology, parts of the system interfaces are realized.
