The complexity of modern communication network continues to improve, the uncertainty of communication process and the diversity of network function have put forward higher requirements to the scientific,effectiveness and reliability of the communication network efficiency evaluation. The evaluation methods commonly used in the field of network efficiency evaluation are difficult to meet the practical requirements of network efficiency evaluation. How to improve the reliability of communication network efficiency evaluation, and provide reliable basis for the construction, maintenance and upgrading of communication network is an urgent problem in the field of communication network efficiency evaluation. Scientific and reasonable evaluation index system and practical and efficient evaluation method are the key of communication network efficiency evaluation. Therefore, it is of great value to establish a set of scientific evaluation index system of communication network efficiency and effective communication network efficiency evaluation method to improve the rationality and credibility of communication network efficiency evaluation.In this paper, the evaluation index system and evaluation method of communication network efficiency are studied. The main research work are as follows:1. This paper analyzes and studies the characteristics and the composition of the evaluation index system which is commonly used in network performance evaluation, and according to the principle of selecting and establishing of the main index, combining with the actual situation of communication network efficiency evaluation, a set of practical evaluation main index of communication network efficiency is selected. These main index consists of four basic abilities, and the related indexes of each ability. And the significance of the indicators, the effectiveness of evaluation methods and data access were analyzed.2. On the basis of comprehensive analysis of the principles,computational models, applicable scenarios and shortcomings of the effectiveness evaluation methods of communication networks such as fuzzy comprehensive evaluation method, ADC model evaluation method,AHP method and BP neural network method, and the BP neural network method launched a simulation study, combined with the simulation results,the characteristics of the BP neural network evaluation method and the influencing factors of the precision are studied deeply. The results show that the BP neural network evaluation method needs a large amount of real data to train the network in order to ensure the accuracy of the evaluation results, which is a difficulty in the application of communication network efficiency evaluation.3. On the basis of comparing and analyzing the methods of network effectiveness evaluation which commonly used, this paper puts forward two innovative methods of efficiency evaluation based on cloud theory,and the related simulation experiments are done. The simulation results show that the evaluation methods based on cloud theory can give a comprehensive evaluation from two aspects of qualitative and quantitative. Not only the method is simple and easy to operate, but the evaluation results are reasonable.
