With the development of radio service,the explosive growth of spectrum demand has brought challenges of allocating the spectrum resource.Relying on the traditional means can not meet the growing demand.How to make more rational utilization of spectrum resources has become a urgent problem.As the largest and most widely used main body of spectrum,the research of public mobile communication is very important and necessary.This paper is based on the national project named "IMT-2020 analysis and evaluation of candidate bands ".Firstly,this paper researched the typical national spectrum usage efficiency evaluation,explained the International Telecommunication Union(ITU)on the definition and calculating method of spectrum usage efficiency and studied on the traditional measure of spectrum usage efficiency.Secondly this paper developed a set of the spectrum usage efficiency evaluation index system according to the characteristics of mobile communication and increased the indexes of protocol level dimension,spectrum demand to overcome the disadvantages of existing evaluation methods;finally this paper analyzed the comprehensive evaluation method,combining the model of original data,selected the entropy and the analytic hierarchy process(AHP)to process the data,the results proved that comprehensive evaluation method was feasible to process the data of spectrum usage efficiency;in the face of increasingly large data,this paper used AHP evaluation results as the output value of back-propagation(BP)neural network.The expected of BP neural network can be trained as a comprehensive evaluation model,through the simulation we obtained comprehensive score of test sample,the result proved that BP neural network applying to evaluating of public mobile communication spectrum usage efficiency was high efficient.This paper improves the current index system of the evaluation of spectrum usage efficiency from a technical perspective,and verified this evaluation model was useful and valuable.It is useful to lay the ground work for the replanting and redivision of spectrum.
