Research On The Construction Of Public Library Service System In Dongguan

Over the past 30 years of reform and opening up, China’s economy has been developed sustainably, stably and rapidly. China has become one of the most potential economic powers. Since economy developed, the demand of spiritual and cultural products has increased. With the aim to achieve the people’s basic cultural rights and interests, the government has been committed to building a universal and equal public cultural service system. The public library service system is the basic guarantee of the public cultural service system. Therefore, governments at all levels have issued a series of policies to promote the public cultural service system and the public library service system. In March 1,2017, basic law of public cultural field -- "People’s Republic of China public cultural service guarantee law" formally implemented. At the same time,China’s first municipal library legislation "Dongguan city public library management approach" is formally implemented in Dongguan city. It not only provides a strong legal protection for China’s public cultural services,but also means that the public library in Dongguan has entered the era of law. As the central to local policies and regulations promulgated, they provide a good policy environment, a clear strategic deployment and construction requirements for the sustainable development of China’s public libraries.With the continually construction of the public library service system,the regional public library system has attracted more and more attention, and gradually become the important part of the construction of public library service system, since the quality of the regional public libraries services will directly affect people’s cultural rights and interests. As a prefecture level city and with a more developed economy, Dongguan’s public library service system has become the scale, and play good performance among the country, providing a reference of the construction of public library service system because of government support and efficient implementation of various libraries.This paper takes the public library service system in Dongguan as the research object. In the first part, by reading literature collected in and outside the nation, studying with the new public governance and public management theory, the paper pointed out that the research on the public library service system of Dongguan is of great significance to the development and promotion of the national public library service system.The second part mainly introduces the historical development of public library service system in Dongguan, and then analyses Dongguan public library service system construction situation in recent fifteen years, summarizes the achievement and the characteristics of the system development for the reference to the other system construction area.According to the relevant data and on-the-spot investigation, the third part analyzed the problems of the development of the service system basing on the current situation of the development of public library service system in Dongguan.The fourth part starting from the government, library, readers and library stakeholder perspective, aiming at the problems, combined with domestic and foreign advanced experience, put forward practical measures to improve the public library service system in Dongguan.This paper aims to promote the construction of Dongguan library service system, to deepen the construction of national public cultural service system demonstration area of Dongguan. Finally improve the universality and equality of Dongguan public cultural service system.
