| To achieve development and prosperity of culture, the key is to vigorously promote the equalization of basic public services and make public cultural services entering people's daily lives. With the increasing level of urbanization in China, as an important part of public cultural services, base on system development and rich resources of services,urban public library is a important role in improving the cultural quality of the people,carrying forward the socialist core values, enhancing the city's soft power and creating a good social atmosphere. Currently, as the cultural power an "Internet +" strategy are proposed, it is a worthy study of innovating and improving the way of urban library public digital cultural service system construction, which base on the traditional service model.The domestic and international theory research and development experience of urban library public digital cultural service system is analyzed, the national and local policy is summarized, and the concept is defined in this paper. By taking the Dongguan City construction practice as an example, the construction situation of the city is introduced,internal and external environment and problems are described, the reason is analyzed with the public management theory, and the suggestion that how to innovating and improving the urban library public digital cultural service system construction in the area like policy guidance, investment protection, system architecture, resource integration and social participation.The paper includes five parts, the first part is introduction, it is explained of the research background, current research, concept, innovation and research methods. In the second part, Dongguan Construction Status of the urban library public digital cultural service system are introduced. In the third part, the problems are described. In fourth part,the cause of the problems are analyzed by using the public management theory. The fifth chapter put forward some suggestions. |
