China is so vast that easy to be influenced by climate and terrain,frequent occurrence of meteorological disasters.It causes many weather disasters and brings people many serious harms,especially the heavy rain,typhoons and many other major disasters,also does harm to industrial and agricultural production,to people's life and wealthy,the disaster is more profound.The most important part of the major meteorological disaster emergency management is the efficient decision-making management and timely communication of emergency department.In view of this,it is a scientific management to deal with meteorological disasters that design an emergency meteorological disaster management with good service architecture and complete data sharing platform according to the needs of emergency work and emergency work characteristics.It's statistics that meteorological disasters and their derivative disasters in Liuzhou has accounted for more than 70% in natural disasters.Presently,with the development of meteorological cause,the major meteorological disaster emergency work has been initially formed the weather emergency information release model by NOTES mail,television,paper media,fax,SMS and mobile phone text messages,but there is still a far distance to the real demand in its service capacity and business level,mainly in: no system work platform,the tools are scattered and not systematic,cannot meet the business necessary;The speed of rapid response and processing in major meteorological disaster response is not enough;The relevant departments for the disaster response and linkage is poor.This thesis studies the key technologies in the design of emergency response platform for major meteorological disasters in Liuzhou,which can provide the necessary information and technical support for emergency response and decision command of major meteorological disasters in Liuzhou,and finally to realize the avoidance and mitigation of the impact and loss caused by meteorological disasters.The design and development of major meteorological disaster emergency work platform by Liuzhou Meteorological Bureau,which is a major meteorological disasters emergency business needs as a design concept,the platform system considering the information exchange,response capabilities in various disaster emergency department,linkage response and other functions.The main work of the thesis is as follows:(1)The establishment of basic meteorological data collection database,the realization of the database management functions,including data read,backup,log management and other functions.(2)Using ADO application program interface,obtain the appropriate weather conditions and forecasts and other information from the existing weather radar data,automatic weather stations,Micaps numerical forecast products and other database platform.(3)The establishment of business personnel management database,to achieve business registration,permission distribution,information management and other functions.(4)The establishment of disaster weather management database,to achieve disaster weather statistics,backup,query and other functions.(5)The establishment of core modules,such as disaster emergency monitoring,disaster assessment,emergency linkage and decision-making,emergency statistical analysis and disaster emergency response monitoring,improve the functions of platform system.
