Due to its special geographical location and the natural environment, it is easy to cause flash floods after the sudden heavy rain in Qinghai Province. But Qinghai does not standardize the information sharing, as well as its real time unification, which is resulting bureau of meteorology, hydrology department, flood control office and other departments cannot use both accurate and comprehensive historical data. Therefore, it is difficult to carry out disaster prevention and cannot make a warning for predictable disaster weather in time. As a professional mountain flood meteorological information sharing system, it dedicated to provide standardized information of meteorological and hydrological for mountain flood prevention.The task to prevent flash floods is the most important work of flood prevention. To allow the relevant departments can make a timely analysis and processing of the observed data, and keep a grass of rainfall, water level changes, and other disaster information all time, this system make a process to unify various original meteorological observation data and hydrological observation data. So the system not only provides data support but also achieves a smooth transition and a unification of the information system for the Meteorological Bureau and the Hydrology Bureau. The system provides real-time weather data to the government, the meteorological department and other departments as well as disaster prevention agencies by collecting hydrology monitoring information, and achieves a real-time monitoring. This can help to make effective decisions and set up a high efficiency warning system for disaster prevention torrential weather. In the process of implementation, the system uses Java language development, based on B/S structure and MVC model. So users can directly operate it by browser, also the design, development, maintenance, modification and use operations are greatly simplified. As to data storage, the system adjusts data formats and uses the Oracle database for storage of meteorological and hydrological data. In addition, the system uses a variety of methods for data display, including tables, charts, GIS maps, etc.Based on the comprehensive consideration for the terrain environment of Qinghai Province and the business processing of meteorology and hydrology, this paper analyzes and summarizes the specific requirements, and makes a detailed design. Then according to the requirements and design, we make an implementation of the integrated application system, which has a set of multiple communication methods. The system has different functional modules for different effects, including the collection, storage, statistics and calculation of many kinds of common data. Finally, the system is tested by unit test, performance test, compatibility test and so on. In a word, the system solves the problem that the meteorological and hydrological information cannot be shared, and provides a unified information platform of flood control system, it also provides a reference for other cities.
