As the change of global climate, frequent outbreak of all kinds of natural disaster such as typhoon, rainstorm, and earthquake, has an impact can not be ignored on the production and life in our country in recent years. The infrastructure and business system of meteorological department was severely damaged. In order to improve the efficiency of post-disaster relief and reconstruction, provide decision basis for disaster prevention and mitigation, standardize the statistics work for disaster loss, strengthen the management of disaster studies, implement unified standard classification, collect and study disaster information in a timely and accurate manner, it is very important to realize informationization in disaster studies, disaster prevention and mitigation and rescue demand.Base on the study of meteorological disaster information management system and the design process, by analyzing the past meteorological disaster reporting process, finding there are shortcomings and problems. At the same time, reading literatures which related to disaster information management, WEB development technology, and the newest advancement of meteorological disaster information management system to form a global reorganization, making sure to build a Meteorological disaster information management system base on the B/S architecture. System development strictly processes with the software development process. Analyzing the background of development and its purpose to establish the main technical solutions of system development, describing the functional requirements of all parts with independent modules, then designing the whole system according to the content of the demand analysis which determined the overall structure of the system design, database design, and the design principle of the system. In the part of system designation and implementation, each function are clearly described, and expressing with E-R graphs, developing on the basis of these conditions and writing the core code. At last, functional test and performance test should be carried out on the system.In the process of design and implementation of the system, the application of key technology, advanced JSP and Spring framework, etc, has realized informationized the report of disaster information. Meanwhile, establishing the disaster information database can provide the basis for the decision of disaster prevention and mitigation in the future.
