In China, there are many natural disasters that do harms seriously to people’s life, economic loss and mental stress, etc. For the natural disasters’ prevention, our country spends a lot of manpower, material resources and financial supports for the disasters’ prediction. Almost all regional meteorological departments are focusing on the researches of weather forecast and release, aiming to reduce the loss caused by natural disasters. At present, our country has made much progress on weather prediction. However, the researches about information release are still on the way. How to establish a meteorological releasing system through the information platform is still an important research topic. Based on the meteorological data collecting, sorting and predicting, we can further judge the levels of natural disasters. If the meteorological releasing system can send the corresponding information to different users, people will make the corresponding decisions according to the levels of disasters. Thus people can make life more safe and minimize the loss.The research work in this thesis is based on the data of many cities in Sichuan province which has many geological disaster-prone areas. For instance, one city may often involve different natural disasters in different phases. The well-known Wenchuan earthquake in 2008 resulted in huge loss and it still affects us seriously. In this thesis, we will focus on geological disasters related to rainfall data management, geological disaster warning, calculation and information release. In addition, we also focus on establishing the meteorological releasing system based on data prediction on B/S structure, Java EE platform and SQL Server 2005 database. We will issue the corresponding information to users via text messages by a third party, and establish a disaster warning mechanism based on the classified notices.The work in this thesis mainly includes the following three aspects:(1) By practical investigation and analysis, we establish the technical route of system development based on Java EE platform and SQL Server 2005 database.(2) By applying the strategy of software engineering analysis and design, we set up system requirement analysis, system design, etc.(3) Through technical implementations, we finally construct the rainfall data management, geological disaster warning and calculation, geological disaster warning issued system, user management, system management, and other major functional modules. The final goal is to meet the requirements of meteorological departments about each function modules.Through the research of this weather releasing system, we can release the corresponding meteorological warning information to people in time, so that people can know the meteorological disasters in advance. This system also can reduce the risk of natural disasters that generally have serious damages to the society. Furthermore, it also can raise the safe awareness of people and pay more attention to the warning information of natural disasters. According to the levels of natural disasters, people could against the disasters on purpose, and continue the related production and living. In particular, this system not only has theoretical significance, but also practical significance.
