Agro-meteorological disaster is a great threat to the national economy, especially the agriculturalproduction. Once the disaster happens, the losses of industrial-agricultural production and people’s propertywill be very serious. The meteorological disaster is the most frequent one of natural disasters, and it is akey factor affecting agricultural production. So what the problems the Agro-meteorological department andthe government are concerned about are that how to determine the meteorological disaster indicatorsimpacting on agricultural production, how to establish the meteorological disaster indicators database, howto effectively prevent and resist the agro-meteorological disasters using of the real-time, dynamic weathermonitoring information and analysis.With the development of information technology and network technology, GIS development andapplication has been significantly improved, WebGIS is a product of Internet technology in GISdevelopment, and it sends the geographic information to users in the country and even around the worldtaking full advantage of the convenience of the Internet. GIS has become an important means ofinformation technology because of its own disciplines nature, it plays an important role in construction ofvarious information systems and also plays a vital role in the agro-meteorological disaster monitoringsystem.Kaifeng is the study area of this paper. This paper combinates GIS technology with agriculturalmeteorology, and makes a specific application in the field of agro-meteorological disaster monitoring usingthe Kaifeng basic geographic data and agro-meteorological data. It designed and developedAgro-meteorological disaster monitoring system of Kaifeng. This system can monitor meteorologicalinformation.When the disaster occurrs it can quickly and accurately monitor the region’s agricultural meteorological disaster analysis and classification, and provide timely and accurate information for theAgro-meteorological department and the government. It has a very important significance for agriculturalproduction.On the basis of the literature review, this paper does some jobs with WebGIS principles and methodsincluding agro-meteorological disaster monitoring system needs analysis, the overall architecture andfunctional design, the system database design and system implementation and validation. System’s datasource are Kaifeng basic geographic data and the agro-meteorological data provided by Kaifeng Bureau ofMeteorology. It establishs the B/S structure using ArcGIS Server as a platform. The main results include:(1) Have completed the analysis of the specific needs of the agro-meteorological disaster monitoringsystem in Kaifeng City, and designd the overall architecture of the system model and system functionalmodules;(2) Have complete system database design, including the basic geographic database design andmeteorological information database design, focusing on the the meteorological information database to doin-depth analysis and design. And designed for different weather elements corresponding data table;(3)Have developed a meteorological observation data processing subsystem, to achieve real-timemeteorological data detection, the meteorological information extraction warehousing, the meteorologicalsite information query and meteorological data format conversion functions;(4)Have developed theagro-meteorological disaster monitoring and analysis subsystem, respectively, to establish the distributionof rainfall graph model isotherm graph model, wind direction and wind speed vector model and the disasterimpact area model;(5)Verified the system results, the validation show that the Kaifeng Agro-meteorologicaldisaster monitoring system is operating normally, the various functional modules are operating properly, thespatial analysis model generated rainfall maps, other thematic maps of the temperature chart and winddirection and speed vector and disaster impact area map have an ideal effect. Design and implementation of the Kaifeng Agro-meteorological disaster monitoring system to drawthe following conclusions:(1) Using the meteorological observation data and basic geographic data, based on ArcGIS technology,can achieve real-time analysis of the regional meteorological disaster monitoring and meteorologicaldisaster affected area, and can provide information services for the meteorological department, theagricultural sector as well as the majority of farmers.(2) GIS geographic database management can be a good organization and management of basicgeographic data and meteorological data using ArcGIS modeling tools can effectively produce a variety ofspatial analysis model, in order to achieve a complex spatial interpolation affect regional analysis of spatialanalysis functions, making rainfall maps, the isotherm diagram, the wind direction and speed Vector, andthe disaster impact area maps.(3) System test results show that the design of the overall system architecture, function modulesdesign and database design are reasonable and practical.
