Geologic hazards emergency platform has been established between Department of Land and Resources(China Institute of Geological Environment Monitoring) and many provinces like Sichuan, Hubei, Fujian, Zhejiang, etc. It has played an important role in geologic hazards emergency in recent years, especially in emergency rescue and disaster relief in Wenchuan earthquake in 2008, with which emergency consultation had been hold in earthquake relief work.Geologic hazards like landslides, collapses, and mud and rock flows are the most easily happening disasters in Jiangxi province, where ground collapses of carbonate rock karsts are also often occurred. In recent years, there were several thousand geologic hazards. Hundred people were injured or killed and the direct economic loss caused by the geologic hazards was up to several hundred million yuan. So, in order to long-distance monitor, visualize, and modernize policy decision and command of unexpected geologic hazards emergency, avoid and reduce death toll and property loss caused by geologic hazards to the fullest extent, geologic hazards emergency platform of Jiangxi province is to be constructed with the help of satellite communications and computer network technology, based on Jintu Project, connecting Land and Resources Department of all cities including all counties. Thus interconnection and interworking can be achieved between Emergency Command Center of provincial government and Emergency Command system of Land and Resource Department.The construction of Emergency Command Center of Jiangxi provincial government is mainly about the establishment of geologic hazards video-based consulting system based on satellite communications network and IP network, equipped with a set of mobile emergency center and two sets of single soldier system, and video conference can be held with the video-based consulting system established by 11 cities'Department of Land and Resources. Interconnection and interworking, information sharing, mutual supporting and safety can be guaranteed among Land and Resources Department, Emergency Command Center of provincial government and Land and Resources Department of cities and counties. In the meanwhile, geologic hazards information and on-the-spot pictures, as well as forecast and warning information can be received in time.This thesis first introduces the research background, purpose and significance of emergency command platform and then give an detailed analysis of the requirements for platform construction. In addition, various parts of the platform are briefly laid out and the realization of the mobile emergency system is focused on in this thesis. |
