From Motion To Create:Chinese Media Construct The Research Of Public Policy

This study on the social construction theory, agenda setting theory as the theoretical basis, "two children" policy, for example, to the effect and influence of media in the construction process of public policy analysis.Research through the case analysis, content analysis, aimed at to expound the process of media in the construction of public policy,and tries to analyze the role of media in the construction process and the insufficiency, in order to improve the quality of the construction of the media.With the progress of technology, the Internet develop rapidly, the influence of mass media has been increasing. The mass media has become a platform for interaction between government and social public, with openness, equality, and the advantages of convenience, influence on public policy making process. The mass media and political relations are closely connected, influence each other, to develop scientific and reasonable public policy, the mass media's role is irreplaceable. Mass media can be construct through news reports, make the social public of the potential issues and needs into specific policy issues.Through the analysis of the process of releasing the two-child policy, we abstractly abstract the general pattern of media participation in policy-making. According to David Easton's theory of political system, the process of public policy can be divided into three parts, namely, policy input, policy transformation, policy output. Policy issues, the setting of policy agendas, policy planning and implementation, the legitimization of policies, and the participation of media in every step of the policy-making process.The type of policy reflected in the media image is not only a scientific and reasonable policy, but also controversial policies and an invalid sleep policy. At the same time, it also presents a lot of problems, such as the serious issues of entertainment,negative issues and the expression of the mainstream of the theme of the deconstruction of the trunk issues derived from many subtle issues.For the above analysis, the last chapter of this paper, the media policy-making process in the limitations and suggestions for improvement. The limitations are mainly the public lack of mass media, media control under political authority and the inducement and control of market economy are the main causes of the lack of public media. In order to solve these problems, we can improve the quality of media construction in the following aspects: first, to improve the credibility of the mass media and to enhance the function of agenda setting; second is to foster citizens' participation consciousness;Finally, we should improve the media supervision system, improve the laws and regulations, in order to build the government, the media, the public to provide a guarantee for benign relations.
