In the era of economic and information globalization, the constructing reality of the mass media has influenced greatly and almost permeated into every field of the social life. The mass media is also an "activist" in the field of public administration of the government. It hinges on a communicative and interactive link between the government and the public by virtue of its function of constructing reality and makes great influences on the operations of the policy systems and the choices of the public actions. The constructing reality of the mass media is a delicately functional system, and embodies itself by the subsystems of the agenda setting, policy communicating, policy surveillance, and policy spreading in the operations of the public policies.In light of the process analysis, this thesis accounts for the functional constructing-reality system of the mass media systematically and theoretically combined with the operational processes of the public policies. Furthermore, it illustrates and demonstrates the closely interactive relationships between the constructing reality of the mass media and the public policies based on the analysis of some typical cases. In accordance with the reality of our reform and opening up and the social transformation, the thesis also dwells on the limited influences of the constructing reality of the mass media in the operations of the public policies, proposes some countermeasures, and tries to probe for the effective ways to improve the benign interactions between the constructing reality of the mass media and the public policy systems.
