The network media has become an important social role and received widespreadattention, such as microblogging, which has attracted a large number of users. Recently, thedirection of some public events are affected by microblogging because it provides a platformwhere people are willing to address their comments, exchange their views equally andcommunicate freely. This thesis aims to analysis whether this powerful public opinioncollector has an impact on the public policy and what kind of impact will be brought. Thisthesis would address the definition of the public policy and microblogging opinion as well astheir interaction first. By analyzing of typical cases, the author trys to advance new paths leadto China’s well-organizing public decision-making mechanism by employing themicroblogging platform where opinions were collected.This thesis has approximately30,000words, mainly comprising of the introduction, themain body and the conclusion.The introduction part covers the main motivation of study on this issue, question raising,research methods and the current research on relevant theories.The main body covers four parts. The first part would present definition and characters ofmicroblogging opinion and compare with the traditional pattern. The author points outdifferences and causes of the two. In particular, the exsiting microblogging operatingmechanism as well as opinion formation mechanism would be presented in detail.The second part would focus on interaction of microblogging opinion and public policy.This part would outline the public policy first, including definition and characters of it.Additionally, the author tries to explore the existing and potential problems, such as nofunctions distinguishing between the Party and the government, the former replacing the latter,no functions distinguishing between the government and corporations, the former operatingthe latter directly, as well as the power concentration problem. By analysis causes of theseproblems, the author finds that through collecting opinions of the public, there areopportunities for microblogging to impact on the direction of public decision-making.Constructed the public mode as Habermas initiated, the third part would point out the waysand means of the impact, voices gather and become public opinion.The third part would analyse the impact on two sides, both the positive and the negative. The author employed case-oriented research method to analyse two typical cases in the pasttwo years and drawn up conclusions as follows. On the one hand, the microblogging opinionindeed have a positive impact on public decision-making, including perfecting publicdecision-making, changing the content of public decision-making, supervision the publicdecision-maker and protecting the legitimate rights and interests of individuals. On the otherhand, the microblogging opinion also have a negative impact on public decision-making, suchas leading to wrong decisions as a result of deviating from mainstream value.The fourth part would, combined with the analysis aforementioned cases, addressproposals with respect to recommendations on how to make better use of microbloggingpublic opinion to contribute a positive impact on public decision-making. Specifically,microblogging public opinion need to coordinate the relationship between the governmentand the public and provide a platform for positive exchange, dialogue and consultations. Asnew media, microblogging public opinion should cooperate with the traditional media toexplore a harmonious relationship with mutual complements. Meanwhile, the opiniondirection needs to be in the range of mainstream value, in order to create a harmoniousmicroblogging atmosphere. Enhancing the legal and moral construction will stop the rumoursviolating legal rights and interests of individuals. Finally, cultivating the rational capacity ofparticipation and discussing political affairs will make the government’s publicdecision-making procedure more efficient operated.
