In the era of the rapid development of the mass media, especially the internet, the influence of the mass media is penetrated into every field of public life, In the government administrative area, rely on its opening, equality and convenience, the mass media are becoming the bridge of the communication between the government and the society publics, and influenced the process of the government's public policy-making. At the same time, along with the development of democratic politics and the improvement of civil rights awareness, the government's policy-making also needs the participation of the mass media, and let them play a role. The application of the mass media, especially the Internet public BBS, not only push the scientific and democratization of the government's policy-making, they make it possible that all the people who want to participate in the policy-making, improved the transparency of the government's policy-making process, they also changed the information asymmetry, make it possible that part of the policy decisions return to the society.Combined with the process of the government's policy-making, using case analysis, this thesis analyzed and researched the mass media's effects to the process of the public policy-making. In a manner of speaking, the mass media influenced the whole process of the government's policy-making positively, include the establishment of the policy issue, the set of the policy agenda, the formulation of the policy proposals and the legalization of the policy. In the stage of the establishment of the policy issue, the mass media prove to be important public facilities depend on reporting the litigation acts and events of submitting a written statement to a higher authority which have commonweal value. In the stage of the set of the policy agenda, depend on paying close attention and reporting focal event the mass media can influence the set of the policy agenda, In the stage of the formulation of the policy proposals, the mass media depend on reporting the whole course of the formulation of the policy proposal, the public can discuss or debate the policy proposals thereby to optimize them, In the stage of the legalization of the policy, the mass media can supervise the validity of the process of the government's policy-making, publicize and read policy to public.At the same time, combined with China's national conditions, this thesis also analyzed China's mass media's limitations in the process of the public policy-making, such as attach to political authority, unequal distribution of the right of discourse in mass media, vulnerable to economic interests, bring some challenges to the independence and authoritative of the government's policy-making and so on. At last, this paper put forward some innovation ways based on the existing problems mentioned above and social environment.
