In the recent years, the traditional human resource management is difficult to promote the production efficiency of enterprise for the expansion of enterprises scale. The organizational merit management is an important component part of human resource management. On the one hand, the organizational merit management can have a significant impact on production efficiency of enterprise, on the other hand, the traditional organizational merit management cannot accuracy and fast for the enormous data. So, it is necessary to design the organizational merit management system. This thesis establish the model of large coal enterprises service and design the organizational merit management system based on J2EE. The major work of the thesis can be summarized as follows:(1) The thesis combine the performance management theory and large coal enterprises management characteristics and design the multidimensional key indicators applying in performance management.(2) This thesis analyze the function requirement and non-function requirement of large coal enterprises organizational merit management and propose the hierarchical design.(3) The Web layer, service layer and persistence layer are designed in this thesis and the function modules are also designed. In addition, the thesis test the system.The organizational merit management system this thesis designed in large coal enterprises can stable and reliable operation. The system cannot only encourage the production and operation of large coal enterprises but also can enhance the quality of talent-training. At last, the openness and flexibility of system is also superior than other organizational merit management system.
