Design And Implementation Of Tax Assessment System For State Administration Of Taxation

The application of information technology in China’s taxation affairs is in thephase of enhancing operation and improving working efficiency. The business system isbecoming mature， the data is in integration， and the business management capabilityis improving. With the refinement of the management of taxation affairs， thescientification of decision-making， and personalization of service， informationtechnology keeps promoting the operation’s developing and exceeding. Because of therapid growth of the number of taxpayers， more scientific and preciser management isdemanded; besides， launching the Introduction to the Tax Collectors， the analysisand application of data is in demand.The business management system is getting mature， and the state taxationbureaushave completed a comprehensive taxation collection and management softwareCTAIS，which already collected provincial level data.So the basis of analyzing andapplicating a large number of data is prepared. State taxation bureaus at all levels arehighly engaged in the data analysis applications， and the State Administration forTaxation and filiation bureaus have carried out some sporadic data-related projects， butthe they did not get very good result. Xi’an State Taxation Bureau designed "Assessment Of Income Tax for Enterprises "，whose goal was to build an integrativesystem of analysis and application， with focusing on refining business taxation，anddigging into the data.The main thesis of this paper is to use the CTAIS and financial report to add up andanalysize financial data， to form an index system of assessment of income tax forenterprises which can be applied to Xi’an， and to build a data-analysizing platformwith the help of J2EE and data-digging technology. The system can pick up doutfultapayers and the doutful points in a more accurate way，so as to help the filiationbureaus with assessment of income tax for enterprises，to meet the needs of adding up，analysizing data and reporting， charting of income tax for enterprises.
