Design And Implementation Of State Taxation Performance Assessment System Based On J2EE

The government performance management and assessing system is a method,which uses scientific standard, approaches and model to make evaluation as accurate aspossible for government performance and actual work. It’s an issue deserve researchingand discussing that how we should construct a flexible and effective intelligentinformation system based on government department so as to make best use of thevarious data and improve its’ efficiency.With the continuous improvement and maturity level of application of informationtechnology in Shaanxi Province Tax System, the various information systems are widelyand continuously promoted and applied. The information system has accumulated alarge amount of electronic data (facts), Thus, it is widely used in the operations andpersonnel agencies. Along with the deepening of the province Tax System PerformanceManagement and "Chuangjia assessment" competition activities carried out, thematuring of the performance management system provides the basic conditions for therealization of the assessment and management of the performance of computer system.According to the actual needs of the national tax system of performance appraisalin Shaanxi Province, the paper utilizes object-oriented programming language-Javalanguage, with a powerful Eclipse for the development of the system. The designing anddeveloping of Database uses the popular Oracle9i, system structure is the three-tiersystem based on B/S mode, the storage of data is centralized at the provincial level, theclient uses a pure IE browser design, which makes the upgrade of the system is notedious operation, which can greatly reduce the maintenance workload of grassrootslevel. In order to ensure the security of important data and information transmission, thesystem use the powerful MD5algorithm with the password information encryptedduring the process of information transmission. Meanwhile, this system makes full useof the advantages of the MVC pattern to ensure the robustness of the software andmaintainability.By using the Web development technology, Shaanxi Province National Taxperformance appraisal system referred to in this study has achieved cross-platformaccess and information inquiries, resource sharing, and has improved user interfaceinteraction. As fulfillment of system design, a pilot run in Xi’an, Xianyang andHanzhong Urban Council. The results of running test shows that: this system hasmeeted needs of national tax system of performance appraisal management ShaanxiProvince, achieved the performance of computer management, improved the work efficiency performance appraisal, optimized process assessment. The performanceappraisal work has been continued of improvement.
