Design And Implementation Of Upgrading In Jinwan District Of Zhuhai Emergency Command System

Zhuhai city Jinwan district is located in the south of Guangdong coastal,andeasily suffers the natural disaster such as heavy rain, lightning, typhoon, debris flow.Some major traffic accidents, safety in production accidents, group gathered unpaidevents occur occasionally. To this, the district government attaches great importanceto focus on the future and foresight planning. It has preliminarily establishedemergency command system and put into use. With the development of economicsociety, emergency management experience constantly tends to mature. The systemfunction can not meet the current needs of the business, needing to upgrade to furtherimprove the efficiency of emergency disposal.In recent years,with the promote and support of city and district relevantdepartments, jinwan district emergency management upgrade current emergencycommand system for the overall deployment, combining with the actual situation toextend the functionality.The whole system upgrades are mainly from the followingaspects: one is to be able to transfer into social surveillance video, realize roadcomprehensive monitoring within respective jurisdictions. Two is to build newfire control, hospital linkage effect module, and to strengthen the linkage effect ofcore rescue department. Three is to expand the database, including video entity,plan information entity, historical data and video data entity, etc. Four is toestablish a suitable own work flow, the new log system and emergency reportmodule.According to the arrangement of work, I mainly responsible for the followingtwo things: one is the design and implementation of hand over records system andemergency report module; two is to assist other members to complete the call socialvideo monitoring, establish fire control, hospital effect module,and record test results.The main purpose of this paper is to make the Jinwan District upgradedemergency command system work quickly to related response procedures undernormal and abnormal condition, to achieve "no snap but should can be" overallgoals.
