Nuclear safety is an important guarantee for the development of nuclear energy,and nuclear emergency response is the last bulwark of defense in depth architecturewhich is the most important foundation of nuclear safety. The establishment of moderncomputer-aided support systems is an important means to improve nuclear emergencyresponse capabilities. The current nuclear emergency computer-aided support systemsfocused primarily on accident consequence assessment, decision optimization, resourcesand information management, etc. But these systems do not support so much in decisionsupport, command and coordination, yet not fully meet the needs of the nuclearemergency response. In order to improve the current nuclear emergency related systems,we need to design a nuclear emergency decision command system which can makedecisions for emergency workers, directing and coordinating the execution of specificnuclear emergency work and assist emergency workers to complete tasks based onnuclear emergency plan and other knowledge at various nuclear accident scene. In orderto reach this goal, this article design and implement a smart nuclear emergency decisioncommand system based on Agent.This article analyzes the demand for nuclear emergency work and designs thefunction and overall structural for the system. The core of the system is a Multi-AgentSystem which is composed of coordinated control Agent and execution Agents. Thecoordinated control Agent which consists of the digital plan library and inferenceengine can implement task assignment. The execution Agents which consists of taskidentification module, professional knowledge library and nference engine can be boundto perform multiple roles and implement execution of tasks. On the basis of the designof the overall structure, the two types of Agent are designed in detail, and finallyachieve a system prototype making use of JADE platform.
