Design And Implementation Of Public Event Emergency Command Management System

After the outbreak of severe acute respiratory syndrome(SARS) in 2003, the Chinese government officially aware of the importance of the emergency command system, as a result, political science and law enacted a series of laws and regulations for emergency command event and plan to deal with cases of emergency command is about to happen in the future. By foreign emergency command system research and analysis, we also learned some experience, such as: China should establish a sound emergency command system, emergency incidents usually has the characteristics of diversification, repeating, clusters, strengthening our country emergency operation strategy, establish a perfect advanced command system network, make between various departments in the command can coordinate with each other, mutual help, should let citizens accept to temporary emergency events related training, so that when emergency event comes, will not cause secondary injury because of the citizen’s panic.Based on the above problems, this paper analyzes the business requirements, functional requirements and technical feasibility of emergency command management, the use of Windows platform and JAVA+SQL technology, design and development of a public emergency command and management system. Timely alarming event processing, the main function of the system, configuration plan management node and task, the resource distribution, and improve flexibility of the incident handling process. At the same time, the use of more abundant means and more advanced science and technology for the development of emergency command system to provide a strong technical support and technical support.Test results of each module of the system, the results show that the standard, and the function and performance of the relevant requirements.
