Critical Chain Project Management is a new application of Theory of Constraints in the project management. Since it was proposed in the ?Critical Chain? of Goldratt in 1997, the methods such as the identification of constraint resource in project, the time estimation of the project, the management mechanism and strategy of buffer have been made great progress, and it has been successfully practiced in many marketing programs, development projects, engineering projects at home and abroad. It has become an important technology of project management.The public logistic information platform in Y city is an E-government project that needs the Office of Logistics Industry Development for the People's Government of Y City, Y City Pot Office, Logistics enterprises and research units to participate in together. There is interactive correlation between this project and the other logistic projects. This is a project that may have various internal and external resource constraints. In order to promote its development, we need to accomplish the development of public logistic information platform as quickly as possible and prepare for launch.The author undertook the management of the public logistic information platform in Y city project, responsible for preparing the progress plan of the project, controlling the project progress, and monitoring and checking the implementation of the whole project and evaluating the completion of targets by referring to the baseline. The study mainly researched the time management of the project. The author would try to use the critical chain method to solve the project scheduling problem, and use the buffer management framework to monitor the project progress in the overall process, and then adjust the project schedule by the results of the monitoring of project planning and project progress, in order to accomplish the project with nice quality and quantity in short time.In the research process, the author started with the planning phase of the project, carried out project schedule for this project by Critical Chain Methods in the project management, and through the comparison with CPM, discussed the valid solution and implementation mode of the Critical Chain Methods in the process of project planning. Meanwhile, this study explored the effective methods to control and manage the project planning, and researched the buffer management framework for this project. By comparing the project planning with the results of the project, it verified the scientificity, rationality and effectiveness of CCPM in project management. It provided the reference case studies and experience for the future similar project.In this article, through the successful case studies in the whole process of project time management, we contrastively analyzed the differences and similarities between CCPM and CPM, verified the superiority of CCPM in the project schedule management. Through the successful implementation of the project planning, our project team can effectively control the project cycle under a dynamic environment, thus, achieve shortening the project cycle and ensuring the project to be finished on time.
